One World Redemption with LAN (and others in itinerary)

Just trying to get clarification on the "rules" when using LAN between Australia, New Zealand and Santiago. FF rule 14.3.8 states "LAN -Lan Classic award bookings are not available on the LA airline code from Australia or new Zealand to Santiago. Classic Awards must be booked using the QF airline code.
I called and tried to book a LA801 from AKL to SYD (as part of a larger itinerary) and was told it had to be on QF flight number, I then researched the published rules and 14.3.8 does not include any definition for flights from SCL to AKL or SYD or from AKL to SYD. Rang again to querry the rule and was told that the rule included the flights in the oposite direction as well , and between AKL and SYD, and that if it was not meant to cover these, there would have been an exception noted. Any guidance here from anybody please?
 
Update, I had another discussion with QF and they have stated that the rule is written incorrectly, and will be amended to state that all flights BETWEEN (as opposed to "TO") Australia or New Zealand and Santiago must be booked using the QF airline code. This is obviously important when compiling OneWorld redemption ittineries and ensuring that there are at least two One World carriers, other than QF.
It will be interesting how they clarify the situation for flights between AKL & SYD ?

One wonders how many other errors there may be in the online rules?
