This is my first international travel so I'm not up with the lingo.
I am coming in from Delhi to Narita then home to Perth, WA. I have a One-World Business class ticket. At Narita I have a 14 hours wait (8am to 10pm) before departing on Qantas back to Perth.
What business class lounges may I use at Narita?

You can use the Japan Airline Biz lounge and the Qantas Club (which is in the satellite terminal).

I would use the JL lounge over the qantas club.

Can probably also visit the AA lounge if you wish, but the QF and JL lounges are better.

If you have OneWorld Emerald status, you could visit the JL First Class Lounge, which is an excellent lounge.

Look out for the automatic beer pouring machines in the QF and JL lounges :D.

For completeness there is also the Cathay lounge. However in order of J lounge preference:

AA
QF
CX

I have not been in the JL J lounge - only the F Lounge - so can't really opine on the JL lounge but I believe based on other people's experience that it is pretty good - and should be as the home carrier's home port.

You may also, with a 14 hour wait, consider leaving the airport and looking around Narita, or even into Tokyo if the idea appeals.

I'm not sure of the options but the train into Tokyo is only an hour or so. I'd say if you searched this site, and maybe the Japan forum in the Travel & Dining section over on Flyertalk, you would find a few relevant threads.

I would rate the AA and JL J lounges on par.

The JL J lounge is quite good, and does offer a bit of respite from the F Lounge, which can get very full.

Why would you need respite form the JL F Lounge :p. So long as you can find a seat at the bar with its fantastic selection of good whiskeys, there is no need to be anywhere else for a 14 hour stopover

Hmmm... good point!
