On Departure Upgrades- Only J & C available

I am flying PER_SYD on Thursday. Expert Flyer is showing availability as J 5 C 3 . All the other classes are 0.

With ODU in the Qantas lounge, do they do them if seats are available or only if the lower classes are available?? (I am lowly gold)

It can vary and there does not need to be U available - catering is one facet.

I often see PER-SYD go from Jx to J0 in the last couple of hours before departure which, I'm guessing, is mainly due to ODUs.
