The Stopover rules seems to be pretty clear and straight forward:
STOPOVERS FARES 001-002:
-1 STOP PERMITTED AT TYO IN EACH DIRECTION

-ADDITIONAL STOPOVERS PERMITTED AT A COST OF
AUD100 NETT PER STOP.
-STOPOVERS NOT PERMITTED WITHIN AUSTRALIA
So no stopover permitting in Australia, so SYD is not possible.

NRT is able to be a stopover point in each direction if you want.

SFO and MEX can b e added as stopovers for an additional cost of $100 each.

As the airfare mentioned is from Australia-MEX then wouldn't MEX be the turnaround point? If so, wouldn't MEX be a free stopover as well as NRT in each direction?

Indeed that would be the case. The turnaround point is considered a stopover.
