Normal for quick decline?

Hi,

So I applied for Citibank today, I was at work on my break of an hour.

Citibank calls around 2-3 hours later and leaves a message, 2 mins later calls again leaves a message, calls 5 mins later leaves a message and calls one more time and leaves a message.

About 10 minutes later I get an email saying on this occasion my application was not accepted.

Even though the email said I had until April 11th, and the online site said I had until April 17th to finish my application before it expires.

Is this a normal process for Citibank?

Hey, it was the Citibank Rewards Credit Card - Platinum, 26 months balance transfer.

it was kind of excessive I mean 4-5 calls in less than 30 mins.
