Depends on what you mean.

Does Singapore Airlines fly directly from Melbourne to NZ? No. (They used to fly from Melbourne to Wellington, but not any more).

Can you use KrisFlyer points to fly directly from Melbourne to NZ? Yes. You can use KrisFlyer to book Air New Zealand to Auckland, Christchurch, Wellington or Queenstown, or to book Virgin Australia to Queenstown.

Award flights are not all that easy to come by, but if you're willing to be patient and flexible, it can be done. You'll probably have to make do with Economy class, however, because Business class award seats on routes to NZ are few and far between.

Then yes, you can book awards, just click the Redeem Flights option on singaporeair.com and then select Partner Airlines from the search results.

You should also search on the VA website and compare prices, with the current KF-VA transfer bonus it might end up being cheaper to transfer and book VA awards through VA

The annoying thing is that you'd need to select "Star Alliance" to find Air New Zealand flights, and "Other Partner Airlines" to find Virgin flights.
