Effective 20 November 2007, the Ministry of Justice in Japan is introducing new anti-terrorism measures that will require all foreign nationals to be finger printed and have a facial photo taken at immigration control on arrival into Japan.
As per normal procedures, passengers will also continue to be required to present their passport and completed embarkation/disembarkation card at immigration control.
This requirement applies to all foreigners who apply for entry into Japan, including re-entry permit holders. The only exceptions are:
- Special Permanent Residents;
- Persons under 16 years of age;
- Persons who are engaged in activities which fall under status of residence for Diplomat or Official
- Persons who have been invited by the heads of administrative organs
- Persons who are prescribed by the Ministry of Justice as equivalent to either (3) or (4) above.
Foreign nationals who refuse to provide their finger prints and facial photograph will not be permitted to enter Japan and will be required to leave the country.
