From ATW Daily News:

The European Union's updated regulation on civil aviation security went into effect yesterday two years after adoption by the European Parliament.

The new regulation aspires to "improve the passenger experience, shorten transfer times at airports and reduce costs,” the European Commission stated. Regulation 300/2008, a revision of the relevant regulatory framework that was put into place after 9/11 and was the bloc’s first EU-wide rule on common aviation security, sets April 13, 2013, as the final deadline for lifting the current restrictions on liquids in cabin baggage.

As a preliminary step, duty-free liquids purchased at some third-country airports (US, Canada, Singapore and Croatia) or onboard third-country airlines and carried in tamper-evident bags will be allowed as cabin baggage to be screened from April 29, 2011, at the latest.
Singapore most relevant to Oz travellers.
