1 PNR with ANA not codeshare
SYD-NRT-FRA

16hrs in NRT no overnight (0500-2100)

Will they hold luggage and exit Airport OK (covid requirements good)

Also following as I have a daytime layover in Narita in August. I am arriving on JAL at 7.30am and departing on AY to Helsinki at 11pm. I am interested to know;

1). Will my luggage be checked through (all one PNR - it is a Qantas classic rewards OWA in J)?
2). Anywhere interesting locally to visit during the day? I will be spending 10 days in Japan on the return trip.
3). If the weather is poor can I just spend the day in the JAL business class lounge (I believe Finnair pax use JAL lounge? I have no status except that conferred by J ticket.

I did BKK-HND-SYD-CBR on one PNR (as part of a larger OWA) less than 2 weeks ago, with a 12hr stopover in HND. Baggage was checked through from BKK to SYD/CBR, didn't need to do anything in HND. I would suggest just telling the check-in agent in SYD that you are flying to FRA via NRT, and they will check it through (although they should already be doing this).

In regard to exiting the airport, we are fully vaxed and were ok to exit the airport with completion of normal info and uploading vax certs on Visit Japan website/app. I just put a random address in for the 'where will you be staying' part.

We had something similar some years ago...and went to the Naritasan Shinshoji temple complex... then found an excellent small restaurant for a leisurely lunch..wandered the town etc.. Nothing exciting but it beat sitting in the lounge... (Actually..TBH seeing a "working" Buddhist temple complex in operation was quite interesting...)
