Misnamed "flexible" fares - is this a winner?

I was looking at Air Canada for some travel within North America, and was rather surprised by the change fee on their "flex" fare:
$200 CAD + fare difference* (their bolding not mine)
This is for their cross-border flights to the US, refer aircanada.com - Flights - Low fares, 5 clear options
These flights start at around 1.5 hours duration.

Now I know that some people have complained that Virgin Australia's flexi fares involve a fare difference, but this is way out in front of that. Are there any better examples out there of massive change fees (in addition to fare difference) on fares where the name at least implies flexibility?
