The Victorian government surely would have levers to pull if they could’ve half coughd.

The state is in such a mess that these sort of matters don’t get any attention. Sometimes it’s the small things that make a big difference.

Tell me how the state is in such a mess. Melbourne remains tolerably liveable despite its many faults that all cities do.

And it looks like there is no immediate prospect of a change in government (or any hope that it will get better with one).
