Malaysian carriers must refund flights delayed by 5+ hours from January 2025

Doesn't come close to EU261 but the Malaysian government is increasing consumer protections for airline passengers delayed by 5 or more hours. The new law takes effect next year.

 
It is not obvious (to me) in this article as to which airlines it applies.

Does it only apply to a "Malaysian airline" (Eg MH) or any airline servicing Malaysian airports (Eg SG, QR, etc)

Is it only originating flights or also transiting and terminating flights?
