I have an upcoming flight from Hobart. The ticket is business class but I do not hold any OneWorld status nor do I have a Qantas Club membership. Reading the QF website I believe it is telling me the lounge in Hobart is a Qantas Club and my circumstances will not allow entry. I am a total dunderhead on anything Qantas so would appreciate the experts confirmation of my interpretation of the rules.

A Business Class boarding pass allows for entry to a QF Business Lounge and to the Qantas Pub. So if the Qantas Pub is open in HBA, then you are okay to go in.

Don't get your expectations up and you'll be fine. Pre COVID it would get very crowded before flights, as the flights tended to be bunched. I still remember the announcement they made celebrating the introduction of a sandwich toaster ...
 
I think pre COVID they had plans to create a new lounge though presumably that's been pushed back.

The HBA lounge is the least impressive of the capital city lounges and there are lounges not even at capital cities that are much better e.g. CNS, OOL etc.
