Park Plaza Westminster Bridge is worth having a look at. I agree with Lawlass, Earl's Court (Kangaroo Court anyone?) is not really ideal for someone wanting to do the tourist thing.

I've stayed a couple of times at the London Bridge Hotel. Close to London Bridge station (Jubilee and Northern lines), friendly and not too expensive. Nice breakfast and (from memory) free wifi.
