Does anyone know when Kingfisher are due to actually become an operational member of OneWorld??

Not answering the exact question, but they can be used on round-the-world fares (not sure how this equates to SC/points earn on QF though) since june 1 2009.

A domestic network in India is to be offered by a round-the-world fare for the first time with India's market-leading airline Kingfisher Airlines participating from Monday (1 June) in Global Explorer, which offers flights on all members of the oneworld® alliance and some selected other airlines.
Global Explorer already includes a number of airlines with no other oneworld links - Aer Lingus, Air Pacific, Alaska Airlines and its Horizon Airlines sister, and Gulf Air. Flights carrying the Qantas code but operated by Air Tahiti Nui, Jetstar, South African Airways and Vietnam Airlines are included too.
The fare also covers all routes offered by oneworld's existing member airlines - American Airlines, British Airways, Cathay Pacific, Finnair, Iberia, Japan Airlines, LAN, Malév Hungarian Airlines, Qantas and Royal Jordanian and some 20 affiliated carriers, including LAN Argentina, LAN Ecuador, LAN Peru, China's Dragonair and South Africa's Comair. Mexicana and its affiliate MexicanaClick also participate, ahead of joining oneworld later in 2009.
These airlines serve five points in India - but the addition of Kingfisher Airlines' Indian domestic network expands that to a further 62 gateways across the country.

Try this also - date doesnt seem to be fixed as yet (but regulatory ok given)

No date as yet. Probably next year but possibly early 2012.

India

A target date for Kingfisher Airlines to join the alliance will be confirmed once this approval is gained. The process to bring any airline on board normally takes around 18 months to complete, so Kingfisher Airlines could be expected to start flying as part of oneworld during 2011.

S7 is to join on Nov 15th.

Thanks, I was more concerned about if I could use their lounge and get points and SC's.

I do wonder how this will impact the Jet Airways codeshares on QF. Nice connections on Jet in SIN to get to DEL.
