It amuses me when travellers get 'caught out' at the airport when the staff with the scales come around to weigh and tag the bags.
Jetstar is a low-cost carrier, and in all fairness, they make it clear during the booking process that the carry-on entitlement is 7kgs. It's really not difficult to understand.

yes they do indeed make it very clear, you really do get the hard upsell and warning about it, but they're just trying to get away with it which you occasionally can.

Id think weighing luggage is quicker than using the sizer.

And that's why weight has typically been used, because it's a simple proxy for volume which is generally the real constraint.
Most luggage is full of clothes so fairly consistent density, not many carrying feathers or gold bars.

Books and papers weigh a lot!

A low weight limit for carry-on (including personal items and underseat bags) is a uniquely Australian thing. If you've come from somewhere else in the world, you certainly never expect it to include your personal item / underseat bag.
