This is a odd one.

I assume they want to get rid of those people who are walking around weighing bags. Another cost they can rip out.

Jetstar has signalled it could ditch weight-based cabin bag allowances, with a review into its baggage policy currently underway.

Speaking to news.com.au, Jetstar’s head of network and fleet, Ted Knight, said that the current policy – which allows passengers up to 7kg of cabin bags for free – could be updated to add more weight, or switch to a size-based allowance as seen on many US carriers.

An allowance 10kg would be an improvement. But then pax would try to take 15kg, as some do now
Compare to QF policy https://www.qantas.com/en-au/baggage/carry-on (the old text was easier to read [laptop]))

The maximum permitted weight is 14kg total, with no item greater than 10kg.
1 overhead bag
For example, 1 small wheelie bag.
 • Bag size: 56cm height x 36cm width x 23cm depth
 • Weight: 10kg maximum
1 underseat bag
For example, 1 small duffle-style bag, 1 backpack or 1 large handbag.
 • Bag size: 34cm height x 48cm width x 23cm depth
 • Weight: 10kg maximum
Alternative option: non-rigid garment bag.
 • Non-rigid garment bags can be placed under the seat in front or in the overhead lockers. They're considered a second bag.
 • Garment bag size: 114cm height x 60cm width x 11cm depth
1 personal item
You can bring one small personal item on board to be placed under the seat in front. For example, 1 cross body bag, 1 small handbag or 1 laptop in a slim bag.[1]

I see it being potentially worse, many low cost carriers in Europe have those bag sizer things at the gate and if it doesn't fit then you pay. Those weighing bags at the gate would just switch to making sure bags fit in a size instead.

There are a lot of wheeled carry on bags that I've seen brought aboard that are larger then allowed but people get away with it as its under 7kg.

Id think weighing luggage is quicker than using the sizer.

And that's why weight has typically been used, because it's a simple proxy for volume which is generally the real constraint.
Most luggage is full of clothes so fairly consistent density, not many carrying feathers or gold bars.

I use a hard case roll-aboard, and I know I could easily fit another 2-3 outfits inside without adding to volume at all if I were allowed to have say 12kgs instead of 7 kgs.

But would it fit in one of these...

Amusingly image stolen from a Korean review of Jetstar Pacific as I googled "jetstar baggage sizer" so clearly jetstar pacific cared more about size. 3K was rather loose unlike JQ where they target a flight but then on GK its a lot more common to see weight based enforcement.

I don't disagree. As mentioned you could fill it with gold bars and it would be very heavy.

But it's a proxy, rather than taking three individual measurements, or picking it up, rotating it, placing it in a sizer.

jetstar baggage sizer" so clearly jetstar pacific

More the scale though.. maybe they were checking both measurements and weight.

Placing baggage in the hold at the gate if its too big for the measuring device just adds further complexity, Jetstar use containers for loading so I don’t believe they would bag check a whole bunch at the gate.

Remains to be seen if a bag is too big, will they still let it onboard or check it.

I guess same could be said about the weight, over 7kg and it's $55 excess weight charge provided it's under 14kg it can still be brought in the cabin once the fee is paid. If they did move to a size based, the fee could instead be switched to an oversized carry on or 2nd piece charge.

Jetstar Pacific or Jetstar Japan?
Google says Jetstar pacific, but the link is dead so can't find more details. That being said on closer inspection it does look like Jetstar Japan with the ANA below, and the Japanese writing on the sizer 🤣 .

I got caught out on FlyBe where their cabin allowance was max 95cm… not even the - already small - 105cm.

I wish airlines would standardise one or the other… either 105cm or 115. Switching between domestic and international is a pain.

And agree with the JQ bosses… having one bag you use regularly is ideal, then you don’t need to worry about the weight.
