Does anyone here know whether they can use money on a Qantas Pass on a Jetstar booking?

Any flight bookable through the Qantas site is useable, sure, assuming you mean Jetstar Airways (Australia/NZ) and not the Asian affiliates. But you may find that Qantas codeshares on Jetstar are more expensive booked this way, even when you take into account the 20kg of baggage that's included.

Sure but I find that most long haul Jetstar flights are not bookable on thr Qantas website except with points. Can you call up Qantas and do a phone booking?

Yes you can but there is booking fee which varies with type of booking - eg slightly more for international than domestic
Edit: but this is not a feature of the Qantas Pass, its a normal fee for booking via the phone.

You can buy International JQ starter fares with JQ flight numbers via QF website. Whether QF can sell all the JQ inventory and for the same price as JQ is another question.

I've posted about this before here on AFF

In short JQ has fare categories and publishes to the GDS like any normal airline, for paid fares QF actually books these like a normal agent hence the price will be different, the same which JQ publishes to the GDS. A very different process applies for reward fares.
