I assume that this is the WHO's definition.

Relying on the WHO for anything would be disadvantageous. Look at its record (and that of the UN generally!)

On Wednesday 13 April 2022, JQ61, the 1515 hours SYD - SGN was cancelled.
 
On Good Friday, 15 April 2022, JQ43 (0910 hours MEL - DPS) did not take off until 1029 hours. B788 VH-VKD is expected to arrive 44 minutes late at 1354 hours.

This is better than on Monday 11 when VH-VKA arrived DPS at 1904, 349 minutes late. JQ44 returning then arrived back in MEL at the shocking hour of 0323 hours, 308 late.
 
JQ1, the Easter Sunday 17 April 2022 MEL - HNL scheduled to push back at 1550 hours was airborne at 1659. Arrival for B788 VH-VKG should be at 0647 hours, 47 minutes tardy.
 
Easter Monday's (18 April 2022's) JQ43, the 0910 hours MEL - DPS (B788 VH-VKA) was in the sky at 1023 hours so estimated arrival is 1407 hours, 52 minutes behind schedule.
 
Wednesday 20 April's JQ43 (B788 VH-VKD, the morning 0910 hours MEL - DPS) was in the sky at 1035 hours so expected arrival at 1401 hours will be 41 minutes tardy. This recently resumed flight has only middling punctuality: late most days.

In more on Wednesday 20, JQ7 (1210 hours MEL - SIN, B788 VH-VKH) was airborne at 1326 so it should arrive at gate in Changi at approximately 1849, 49 late, not as bad as the previous operating date, 18 April when the flight pulled in at 1851 hours.
 
Thursday 21 April's JQ119 (A320 VH-VGR, the 0900 hours SYD - NAN) took off at 1015 so suggested arrival is 1606 hours, 66 minutes late.
 
On Friday 22 April, JQ7 (1210 hours MEL - SIN, B788 VH-VKD) was not in the sky until 1340 hours so forecast at gate arrival should be around 1908 hours, 68 minutes behind the timetable. This shouldn't delay the returning JQ8 as it's not due to depart until mid evening at 2125 hours.
 
JQ1 is the twice weekly mid afternoon 1550 hours MEL - HNL. On Sunday 24 April 2022, it's been delayed 190 minutes to an expected pushback shortly, at 1900 hours.

Flying JQ35 on 14/5 to DPS. I'm thinking of booking QF45 same day as well/instead of (with a voucher) for peace of mind. Does anyone have any thoughts on this idea?

Your choice, but I wouldn't, as that may result in loss or points/your hard earned. Cancellation fees and all that.

The exception would be if you absolutely needed to be in Bali within say 12 hours of the scheduled flight arrival time. However in that case I'd prefer to simply have a 'legacy' airline booking not one with a 'low cost carrier' like Jetstar.

None recently, but one can't stress too much how 'every day is a new day'.

JQ43 (0910 hours morning flight ex MEL) was a bit over an hour late arriving DPS on 20 April 2022, and has also been under half an hour late on two other recent days.
 
On Sunday 1 May 2022, JQ35 (1745 hours late afternoon MEL - DPS) is axed.

Unuuusual may wish to take note - but it's 1/5 not 14/5. Touch wood (or better, say a prayer to St Jude - Patron Saint of hopeless causes. He knows me well!)
 
Given AFFer Must...Fly!'s suggestion in the QF delays thread that staffing shortages (a la COVID-19) are affecting QFi, it's probable that the extraordinary number of JQi cancellations tomorrow (Monday 2 May 2022) are due to that.

JQ119 at 0900 hours SYd - NAN, JQ27 at 1430 hours SYD - HKT and JQ37 at 1640 to DPS (also from SYD) are to be booted.

Capping off as bad day for JQi, JQ3 (1630 hours SYD - HNL) is delayed to an expected 1830 hours in pushback on Monday 2 May 2022.
 
JQd doesn't always have anything close to impeccable in its timekeeping.

On Mother's Day, 8 May 2022, weather conditions have mostly been benign but into the evening, A320 VH-VGY on JQ574 (1505 hours MEL - BNE) was not in the sky until 1951 hours, so expected arrival becomes 2149 hours, 279 minutes late.

The 1915 hours MEL - SYD (JQ528, VH-VGV) was pointing skywards at 2023 so arrival should be about 2133, 53 minutes behind the timetable.

The 1900 hours "lucky" JQ888 from BNE up to MKY isn't so "fortunate" tonight, with A320 VH-VGZ airborne at 2051 hours for predicted arrival at 2214 hours, 104 minutes tardy.
 
B788 VH-VKG on JQ3 from SYD to HNL operated normally on Monday 16 May, arriving at 0607 hours, seven minutes late. However the return, JQ4, due into SYD at 1445 hours this afternoon has been delayed until expected at gate arrival of 0605 hours on Wednesday 18.
 
Tuesday 16 May 2022's online 'The Age'/'SMH' report that a JQ B788 incurred damage from 7 May lightning strikes and is stabled at OOL while repairs occur (estimated to take two months). There is a photo of damage to the underside of the fuselage. Lots of small holes.

This must be B788 VH-VKL as it arrived on JQ444, the 1645 hours MEL - OOL (7 May 2022) at 1844 hours, 39 minutes late.

VH-VKE has also been unused for at least seven days but that may be scheduled maintenance.
 
'Herald Sun' online is reporting that MEL is in chaos during Wednesday 25 May early evening due to a complete power failure, throwing the airport into darkness.

There are photos of check-ins, with one appearing to show some emergency lighting operating (from a ceiling?)

The article says that up to 17000 passengers could be affected (but this must include inbound and outbound, and seems a lot for this time of the evening). Apparently up to 20000 nearby homes (suburbs such as Essendon) have been affected.

Airline delays appear to be building.

Most of us wouldn't normally pack a torch for a domestic trip, I'd hazard to suggest.
