It's defintiely weight restricted, the question is, is it weight restricted enough to make the route unviable.

I don't think so. Considering they have flown it previously, I think that's correct.

Has VA actually flown OOL-PER previously? I know they announced it, but I think they cancelled it before the first flight took off (after discovering how weight restricted it would need to be)...

Yep - it was a seasonal route, last flown just before Covid in 2020. The last flight is still on flightaware:



I think you're overstating the weight issue. VA operate other routes with more restrictions than this would have.
 
Used to do the Jetstar OOL-PER run on the a320 pretty regularly, didn’t notice any noticeable signs of weight restrictions (eg blocked seats). Noted it’s a different plane but largely comparable.

As above it's a minor weight limit if all the factors line up. And obviously they're not that bad if they can fly OOL-DPS.

A320 performance is quite a bit different, and often preferable to 737s.
