Is it possible to claim Original Routing Credit for non QF tickets/flights?

Mrs Texter was travelling on a CX issued ticket. She missed a connection and was rebooked from CX to SQ.
Is it possible to claim ORC for QFF in this instance?
Or is only for QF issued tickets?

In addition should be able to retro claim to a Star Alliance ffp. So get ff miles/points twice for the same flight.
 
slightly different query - I had CR flight MEL/SIN/DPS with last flight on 3K. As a result of the shutdown QF moved me to direct MEL/DPS flight which is great. There is a difference in taxes & charges (ie I paid via SIN which is high (circa $240) and now going direct which is low (circa $110)). New eticket issued with 0.00 as taxes - so no adjustment down or refund - should I be entitled to cash refund?
