International Transit without Security

I recently found out that travellers doing international transit at Taipei Taoyuan (TPE) airport originating from the USA no longer need to go through security before connecting onto their next international flight.


Passengers from the United States transiting through Taiwan will now be exempted from security checks in Taiwan. Taiwan’s Civil Aeronautics Administration announced on Friday that the “One-Stop Security” program is now in place, and some airlines including China Airlines, EVA Air, and Starlux have already implemented it.

It's also mentioned that transiting Checked Luggage originating from New Zealand, USA, and Canada are also not screened (but only the US has an exception to passenger/carry-on security checks at the moment).

In terms of under what rules they can do this, the article notes

The one-stop security policy is implemented in accordance with Annex 17 to the Convention on International Civil Aviation and International Civil Aviation Organization Aviation Safety Manual, the company said.

It stipulates that if departure airports have been proven, through document reviews and on-site inspections, to adopt stricter or comparable aviation security measures than those adopted by connecting airports, passengers arriving from departure airports would be waived from security rescreening of bodies, carry-on baggage and checked luggage, the company said.

Anyway, this is pretty interesting. I wonder if at least NZ/Australia could implement something similar, making it more seamless for travellers from NZ transiting Australia or vice-versa (less common, but for instance QF3/4)

I understand passengers arriving on SQ26 into FRA and continuing on to JFK on the same flight are not required to clear security either (and vice versa on SQ25). To have that ability for not just QF3/4 but NZ flights transiting AKL would not only make a lot of sense, would make those services more appealing.
