Actually, according to the QF website, the cutoff in this case is 45 mins, not 30.

The cut off for baggage for a domestic flight connecting to an international flight is 30 mins.
That is the time when the baggage needs to be disappearing down the belt and check in completed.

An international connection has extra steps at the domestic port, such as passport swipe and any APIS or ESTA etc checks that may be needed. They aren't going to to someone checking in 40 mins before QF1510 connecting to QF25 that they are too late, while telling the next person who is just on QF1510 that they are fine. Provided check in is completed and baggage tagged and in the system prior to the 30 min cut off, you are fine, regardless of if you are connecting or not.

It's probably a good thing it does say 45 minutes otherwise people would turn up right on 30 minutes
prior to departure which is not advisable.

The QF checkin system doesn't differentiate between a pax flying eg BNE-SYD vs BNE-SYD-WLG at T-35.
