Personally, I'll be sweating on the fact the Point 3 Q2.2 gets me a green light in a few days.

I can't see anything in there that is better than a "may" type response. Your chances of convincing a check-in-staffer who is reading Timetic is relatively low.

Well FWIW, I arrived into Mumbai a couple of nights ago. I was not even asked the question at check-in, and I was not questioned at Mumbai immigration. I have no idea why, I was just grateful to have made it through.

I would not conclude from my successful visit that this rule is not enforced, I was probably just lucky.
For future trips I will secure a Business Visa.
