How hard can it be to use NIGS (Nose In Guidance System)

Is there any chance a NIGS could cause this, eg. Set to the wrong aircraft type or incorrect distance settings after being repaired, etc.

Also, whatever the case, even if a NIGS or marshall gives the wrong instructions, is the PIC still responsible ?
