I guess you could argue that unrepaired damage affects the resale value of the car?

(I'm sure the depreciation on the car is far less than the amount of the charge though..)

True, but then legally they would have to produce evidence of the impact on value. Clearly not worth the cost and hassle for them for these sorts of minor types of damage.
