Some forums are restricted for users (mainly new users) based on various criteria.

What forum/thread are you trying to post in?

There is a restriction on recently joined members replying to threads in this forum. The restrictions are the same as the referrals forum. I ran into something similar on another forum. Those restrictions can feel a bit confusing when you're new, but they usually help cut down on spam and abuse.
At least now you know exactly what boxes need to be ticked before posting there.
