Most hoteliers seek guest feedback, mostly to help them lift their game. Do you provide feedback?

I find it therapeutic to "stick it up" hotels which have not lived up to my expectations so, yes, I give feedback of the negative variety. I'm not one to have petty or unrealistic expectations though so if I criticise then it's justified. Generally if I have an issue I like to have it addressed at the time of my stay where I can actually eyeball someone. That "someone" then has ownership of the problem as far as I am concerned and I expect them to resolve it to my satisfaction. I find that staff get uneasy about issues being raised in the presence of other guests so the reception desk is the ideal place to get a favourable response. Emails etc are way too easily ignored.

I usually do. I do both the questionnaire they send out and post quite a few reviews on Tripadvisor.

The way I see it, how will they be able to improve if they arent informed about what I think is wrong. One cant just complain, you have to give them a chance to better themselves as well and feedback is the best way of helping them doing that.
I also make sure I give them positive feedback in what I think they did well and name staff I think went above and beyond.

I find most hotels I visit are like Qantas when it comes to feedback. They simply do not care.

I have seen both ends of the spectrum. One Hyatt I stayed at ended up offering me 3 nights at an exec suite because of the bad review I gave them... but that one was so bad. Another hotel had staff pulled into emergency meetings due to our feedback.

Then I have also had the standard answer, thank you for staying at our hotel, we will take your feedback into consideration... and one I really remember was one in Copenhagen where the manager couldnt take criticism and actually verbally abused people giving bad reviews on Tripadvisor. Wont be going back there again anytime soon :)
