Getting conflicting responses from everyone regarding checked baggage / luggage!

Hi team,

I've got a journey MEL -> SIN -> HEL with all flights under the one ticket booked through Finnair coming up later in the year.

The first leg of the journey (AY6422) is operated by Jetstar (JQ7). I was a little concerned about luggage (the Finnair ticket said that I had 23kg of checked luggage for all legs checked all the way to my destination.) so I called Finnair to see if I could add any to my booking.
They said they can't do it, but to call Jetstar instead.
I called Jetstar and they said that I had 0kg of luggage on my flight, and that I could buy some now.
I relayed that Finnair had just told me that I had 23kg checked all the way through to my destination.
The Jetstar fellow said, nope, no checked luggage at all on this booking, speak with Finnair.
Called back Finnair, they said, 100%, you have 23kgs and you can add more at the airport.
Okay, so now what. Jetstar airport luggage is very expensive at the airport, I am considering just adding to my 0kg on the Jetstar end, but don't know where that will land me.

Has anyone encountered this issue before? How was it resolved and who is right?
