I totally agree on this, as a security measure no effort has been made to justify the use of these devices. I suspect the real reason to bring in these types of device is to stop smugglers, and related to the dangers of drugs any potential radiation exposure is meaningless. However, if they are want to stop drug smuggler, they should say so.1) The Cost, and un-published risk matrix of such devices adding value relative to other security measures, and the bias of what could be smuggled. Given what gets missed in luggage scans Vs on person, the smart money would be on directing it to an area of greater value.
I'm not sure I agree that baggage scanners leak a little. There is a whole set of regulations about testing and maintaining these devices and there is very little opportunity for faults. I also doubt that anyone would be carrying a meaningful amount of rock cores in hand luggage. Even if they did, I don't believe that the beams are that intense. This is based on me accidentally leaving my radiation baggage in hand luggage once and the badge result was just above background which is my normal badge result.2) I don't believe the claimed exposure figures, especially as they are orders of magnitude below the weakest of medical imaging. Ok, we agree bag scanners leak a little, especially dense things, like Hart's range geology rock cores in hand luggage. I'm not sure if the security chimps or their unions understand the probability of faulty equipment.
