As above, there are anecdotal reports of access being granted (I've seen before but not going to search), but Jetstar are a non-member affiliate of OneWorld, unlike say Dragonair, who are member affiliates.
 
By the book no - doesn't hurt to ask.
Saying that I can remember a similar thread not too long ago!...
