Flight Upgrade Awards are not eligible on this fare - mistake?

I'm just booking a LHR-MEL return. The fare type is "Saver" for both the outbound and inbound sectors (and looking at the page source, books into farebasis SJSAGB, so I assume fare class S). In the booking conditions it states "Flight Upgrade Awards are not eligible on this fare". Is this a website glitch, or a change in the fare classes which are upgradeable? I thought S was?
