IIRC, under the QFFF terms and conditions, charter flights are usually excluded from points and SC earn.

No. You either make your stretch budget to qualify for the trip or you dont. Anyone who qualifies can pay a surcharge for a Y+ or J seat on the charters- these are usually around $500 surcharge for a Y+ upgrade and $1000 surcharge for a J upgrade one-way.

Correct - same as the Antarctic flights, which are actually charters.
