Fifth Freedom?

Was idly looking at getting back from PER and was surprised to see all sorts of Fifth Freedom looking flights pop up. PER-AKL-SYD/BNE etc on NZ. And apparently PER-SIN-BNE on SQ, and PER-MNL-BNE on PR (plus others) Is that for real or, as i suspect, is Skyscanner missing something?
 
“Hacker” fares? Where you click through and it actually is a self connect on two completely separate tickets? SQ and PR can’t sell flights on the one ticket between two Australian cities. NZ can though IIRC, although they don’t.

BTW, these aren’t fifth freedoms (which is selling tickets between two countries that aren’t the home country of the airline, such as TK between SIN and MEL). IIRC it would be considered cabotage.

It's called modified 6th freedom. Cabotage is a much wider term, which includes these kind of routes but also routes like PER-SYD-AKL or SYD-AKL-CHC (8th freedom) or just domestic flights in the other country (9th freedom).

AU/NZ Single Aviation Market is very liberal but I can't see any mention of granting modified 6th freedom - I'm guessing mostly because it's usually a pretty crazy idea (makes much more sense for US/CA). I doubt it's actively blocked though - QF seems to let you book AKL-SYD-WLG, and NZ can do PER-AKL-SYD (both using the multi city tool), but not sure if there's an error before it gets ticketed.

Is it cheaper than flying direct on Qantas?
