Qantas is very explicit in saying that higher tier status gets priority when it comes to redemption bookings.

As far as I can find, SIA doesn't exactly specify this for their Elite Silver or Gold tiers.

Does anyone know for sure?

It's redemption waitlists I am talking about, not regular cash ticket waitlists.

My understanding is that Elite Gold does not offer any explicit advantage in making redemption bookings, but I presume it 'might' help on occasion with clearing waitlists if you contacted SQ to enquire whether a waitlist might clear - I suspect it's YMMY though.
