DFW Flagship lounge arrival access after QF21?

My sister is travelling from MEL-DFW on QF21 in business class, no status, before continuing on to Canada on AA, again in business class. She has no status.

I know she can of course access Admirals Club on the basis of departing flight (since April 2021 Canada permitted) and definitely on the basis of the inbound flight.

But can J class pax arriving on QF7 or QF21 also access the Flagship Lounge at DFW based on the long haul rule?

(ie. First and Business Class customers connecting on the same day of travel, or before 6am the following day, can access the lounge when travelling between an international long haul (a oneworld international long haul flight is defined as an international flight marketed and operated by any oneworld carrier with a scheduled flight time longer than 5 hours) and an international short haul or domestic flight (and vice-versa))

Also if you are doing an international transfer and flying on a different carrier, can you use the on-arrival reason to go into the lounge of the carrier you arrived on?
