Connecting in Tokyo between fares

I'm trying to help my sister-in-law and her partner find award space with his QFF miles. They prefer premium cabins, and that's definitely what I would use miles for, but they're trying for Europe around Christmas and only have QFF, so it's not going great.

I may be able to get them on separate (say) JL flights between HND/NRT and LHR/CDG/FRA, or use LifeMiles I already have for (say) Swiss NRT<>ZRH, then cash fares between AU and JP.

What's the current status for Australians connecting in TYO? Can you do separate tickets within the same airport? Transfer NRT>HND or vice versa? If not now, is that expected to change by December?

(There may also be options on Eva to/from TPE, but Taiwan seems to be even more closed than Japan. And some sabres are rattling over the Strait too.)

Japan Tourism for independent travellers.
