I'm looking at the T&C for Complimentary Insurances for Premium cards with ANZ,

On page 54, it appears that the only eligibility criteria for coverage for domestic rental car excess insurance are:
i) to be a currently participating card holder
ii) a permanent resident of Australia
ie you do not need to pay for the rental card with the ANZ credit card.
It also appears that ANZ will cover up to the first $5000 of any accident excess apart from the first $350.
Is that how everyone else would interpret it?
