Citylink to start charging 2.15% surcharge for amex cards

I received a letter today from Citylink (Melbourne toll road company) warning me that from 9 December a 2.15% surcharge would be applied to any payments made by Amex or Diners card. The letter said that is is what Amex charges them.

As a result I changed my automatic credit card payment from my CBA Diamond Amex to my Citibusiness Gold visa.
 
Particularly crazy when Amex has reduced the points earn on all governments, utilities (which I assume Citylink would be defined as) which should allow them to substantially reduce the cost to merchant.
 
I'm still getting 1 point per dollar on Citylink, so assume it is not considered a utility or government payment. Even so, 2% surcharge is not worth it.
