Citi Qantas Rewards $19 Annual Fee

Have you noticed that there is no mention in the Citi Qantas Rewards "Terms and Conditions" brochure about a $19 Annual Fee?
Surely they can't charge a fee if it's not mentioned in the Ts & Cs ...
I know I did see it in writing somewhere ... probably in a letter ... but cannot find it at the moment. However, I do clearly recall that it said the fee would be charged upon renewal. So there should be no fee charged until one renews the Citi Qantas Rewards Opt-in.

Fees often aren't in the terms conditions, but in a fee schedule.
