Cancelling QF flights for vouchers

I just cancelled a return domestic flight and QF shows the full value of the tickets converted to into a QF voucher. So here I was thinking great - no fees.

I then tried to use the voucher to book another flight and discovered that it is when you come to use this voucher that the $65 cancellation fee is deducted from the value of the voucher. (Not to mention the cheap flights are not available when using the voucher to book fares).

So here I am thinking why don't they just deduct the $65 upfront and give you a voucher for the remaining amount?
 
...you mean like VA do? Not only that, but VA put the accumulated value of these credits into their Travel Bank and you can use them as you wish, even to book tickets for other pax. But Q? No sir-eeee. I rang up Q to cash in a couple of vouchers a month or two back and they had me jumping hoops. Told 'em, "you know what? Forget it."
 
I guess your original booking was discount economy which is not flexible so any change/cancelation will have a $65 penalty.
If you book a flexi fare and then cancel it, you won't need to pay $65 when rebooking.

Also, there should not be a problem to book sale/discount fares with voucher. I did that a few times, it depends on availability.
