What that means is there is a set criteria before access to the CC is permitted. At the minimum taken into account are one's period of of FT membership and the number of posts.
 
I wonder if the mods could change the title of this thread to be:

"Can QFF points be transferred to AA? Answer - NO"

Might make it easy for people when searching in the future.
