Buying up to Max Bundle on a TA booking?

Hi all. I have a work flight booked by our corporate TA with the Plus bundle (to get a bag). I'd like to buy-up to the Max fare, but JQ says I need to do this through the TA, who says company policy dictates that they can't accept my marginal payment.

Am I really stuck with no way to upgrade this booking? Or could I do this at the airport on the days of travel prior to check-in?
 
I believed adding a Max bundle to a "ticketed" JEtstar booking generally requires a rebooking - they needed to be chosen at the time of booking.

But that was some time ago.

You must have a terrible best flight of day policy to end up on Jetstar?

For reference Jetstar actually does have some fare rules:
About halfway down the page it says:

Permitted fare/bundle changes​

  • Subject to payment of Fare Difference applicable at time of change, Starter fares with Plus bundles can be changed to an available Starter fare with Plus bundle, Starter fare with Max bundle, Business Class fare or Business Class fare with Max bundle.

It really sucks because if you book a $39 fare during a sale and then decide a week later add a bundle. If the sale has ended and the same flight now costs $200 then the cost to add a bundle now becomes $161 plus the cost of the max bundle (which start at $60).

Nope, this is still correct. It's still not possible to add any bundles after booking.

I'm stuck. JQ say they won't touch a TA booking (not unexpected), and Corporate TA says policy doesn't allow pax to pay privately for any add-ons. It might be possible at the Airport once flight goes to Airport Control. Yep, 'best fare of the day' rules can suck - especially since I hold *G status, so miss on domestic lounge access. Oh well.
