BA 777 extra-legroom seat for OWS

I was looking for a BA SIN-SYD (777-300) flight and before booking, expertflyer showed that one of the extra-leg room seat (29C) is available. However, after booking the BA website did not allow me to chose this seat, despite having my OWS number in the booking. I've called BA and was told there is nothing they can do, the seat is blocked and under airport control (flight is in a few months time).

Anyway, I thought I should at least give it a shot and use the Qatar webpage - their MMB directly sends you to the Amadeus webpage. And indeed, I could select the seat without issues, and had it confirmed by BA instantly.

Question, was the BA agent lying to me and they trying to keep those seat for their own elites (despite I was able to select exactly the same seat a few months ago on another trip w/o issues) or does Amadeus/Qatar actually have more power over my seat assignments than the BA service centre?

Edit: Unrelated to this, but I have to admit the BA staff at least has some sense of humour. Going on the special meal page they write "We do not offer any variations on the meals above. We also cannot provide special items such as lobster, steak, caviar or a fruit plate made to your personal preference."
