I have been searching on QF but having no luck.

Is it possible to book award J flights from either LAX or DFW to Lima, Peru? And Buenos Aires to DFW or LAX?

Would this have to be done by phone?

If if this is possible, would this itinerary ( starting from Brisbane ) be OK for a One World 250,000 award?

I believe what you're looking for is a oneworld Classic Flight Reward. The T&C are:

14.5 Classic Flight Rewards - oneworld Classic Flight Reward booking conditions

14.5.1 A oneworld Classic Flight Reward is a Classic Flight Reward Itinerary that includes travel on at least two oneworld Alliance Airlines other than Qantas and does not include any travel on any airline that is not a oneworld Alliance Airline.


14.5.2 Classic Flight Rewards using the oneworld Classic Flight Reward table must be no more than a distance of 56,315 kilometres (35,000 miles). Longer journeys must be broken into separate Itineraries.


14.5.3 A one way oneworld Classic Flight Reward Itinerary will be charged as a return Itinerary. oneworld Classic Flight Reward Itineraries finishing in a port other than the port of origin must include the distance to return directly to the port of origin when calculating the number of Points required to redeem the Flight Reward and the maximum distance for the Itinerary.


14.5.4 The following Stopover conditions apply to oneworld Classic Flight Rewards:
(a) up to five free Stopovers are permitted;
(b) additional Stopovers are not permitted;
(c) only one Stopover is permitted in any one city in the Itinerary; and
(d) only two Transfers may be taken at any one city in the Itinerary.


14.5.5 Surface Segments are permitted as part of oneworld Classic Flight Reward Itineraries, but the distance between the disembarkation point and the next embarkation point will be included in the Reward Point zone calculation for that Itinerary.


14.5.6 Where mixed-class travel is booked in a oneworld Classic Flight Reward, the whole Itinerary will be calculated using the Points level for the highest class booked.

From what I can tell - you should be able to get away with a LAX-DFW-LIM-LAX fare using AA & LATAM in J for 170,000 points. I don't have experience booking this particular fare, but I expect you'd need to call Qantas to book this.

You could do this, although it'd cost 280,000 QFFP which might be overkill unless you have a few other destinations you want to visit.

It may also be worth considering a DCIR29SA as a relatively cheap paid option for Aus-USA-Peru-Aus with a few extra stops along the way.

I plan on using a QF reward flight to LAX or DFW return which i can do on line. But I can't seem to find the flight LAX or DFW to Lima. And after my cruise I need to fly back to LAX or DFW from Bueons Aires and I can't find that on the QF site either. So I'm wondering if it is in fact possible to do those flights on line or not.

Are you using the OW site or just the QF site?
 
The ability to to book one way flights from non QF ports seems to come and go/hit and miss. I was looking for SJU-EZE just on the weekend having been able to get MIA-EZE one way no probs a few years back (with either AA or LA at the time).

When the QF website wouldn't even let me choose the desired origin, I tried a multi-sector itinerary hack with a dummy first leg ex-Oz and oulá, flight options to SA appeared. That at least allows me to call up and quote available days/flights.

Does QF waive fees if not book able online?
 
You would be able to book LATAM award flights on these routes, but they can't be booked on the Qantas website. You would need to phone Qantas to make the booking. Any booking fees should be waived as these flights can't be booked online.
 
American Airlines did have signifigant availability when I looked last year for the period of september 2016 about 10 months ahead.
I found them on AA website .
Plenty of economy seats but some business then .
Lots of flights depart from Miami .
Remember also that if you have to use a connection to get from Buenos Aires to the USA, there are two airports to choose from EZE and AEP. The former has most long distance flights but if you, eg, need to connect via Lima on LATAM , many flights depart from AEP.
