No commitment in Vic roadmap re state borders opening. Premiers need to fess up as to when they plan for their states to become part of Australia again.

While the website shows a R rate, I cannot see an explanation of how it calculated.
It mentions "Calculated with a 4-day ratio"; but what is this ratio?

Dr Nick Coatsworth suggests the R number in a densely populated suburb with high rises will have a different R number to a lower density suburb in the same city (see: What is the R number and why is it important?)
the calculation is per the commentary: Calculated with a 4-day ratio (today's 5-day moving average / moving average 4 days ago) using true daily cases.

ie five-day average on:
18 Sep (1271) divided by moving average 4 days ago (14 Sep: 1353) = 0.89 (0.894813)
17 Sep (1242) divided by moving average 4 days ago (13 Sep: 1388) = 0.94 (0.939394)

He said at 80% double, but obviously other premiers could stuff that up as well.

Actually it is not fully compliant, the release you posted does not commit to open state borders nor to removal of international arrival caps at 80%. Its still very much a fortess Victoria plan. If Andrews intends to honour the PMs roadmap, those items would have been included in writing, but obviously doesnt want to be held to honouring opening up.

Victoria is the only state with a large enough population to bring down the national average to a point that will prevent international travel from NSW, he needs to get properly onboard.

The Vic Roadmap across the top states which parts are linked to which parts the National Plan ie Phase A, B, C and D. You therefore need to integrate both documents.

In the presser they have repeatedly stated today that the Roadmap is part of the national plan.

What are you on about?

The triggers are set by vaccination levels. What part of the Roadmap in any way would suggest that Vic is not getting vaccinated?
 
I think interstate boarders can get exemptions though.

Exmptions are discretionary and cant be relied upon to applied fairly, we see this now. At 80% double vaxed if residents of a state need to apply for permission to return home, then that is no better than what we have today. The economic recovery needs Australians to be able to reliably make travel arrangements without fear of being locked out of their home because an unvaccinated person gets Covid or someone in palliative care dies with Covid.

There needs to be a firm guarantee that fully vaxed Aussies can travel between states/territories without iso if both the departure state and arrival state are at 80% fully vaxed.

Sorry I thought you were talking about school boarders 😂 who can get exemptions.

Yes they said borders will be open at 80% double which will hopefully be end Oct/early Nov.

I have read it and it states removal of international arrival caps at 80%, Dan's plan doesnt so isnt fully aligned with Scomo"s plan, end of story.

Not to mention use of word "may" wrt domestic borders and bs that national cabinet advice is needed on state borders, which it is not. States have been opening and closing their borders for 18 months without national cabinet agreement. Lots of weasel words no firm plan for opening.

Well ignoring interstate "boarders" and looking at those that want to travel across state boarders Stage C of the National Plan includes:  Exempt vaccinated residents from all domestic restrictions;

So resuming interstate travel could well start with the fully vaccinated.

I can't, NT Chief Minister has already stated once we get above 80% double vaxxed, if I visit Sydney or Melbourne (they will be 80% before NT) and they are classified Red due to more than X cases (let's call it 50 per day just for a number), even though I am fully vaccinated, I need to home quarantine for 14 days when I come back home.

Completely goes against Scomo's Phase C outcomes re no domestic restrictions for fully vaccinated citizens.

Yes it is depressing that WA and NT have already abandoned the national plan, and Vic has also worded their plan to be non committed.
