Test results announced today
19,428
Which is a healthy total.

Over the last three days 6500 in the northern suburbs. ie The region of concern due the recent school (Easy Preston College) concern and linked 5 household cluster.

1 person, a parent at the school has tested positive. At this stage no obvious association with the positive student. Their child had no close contact with the positive student, and the parent had not attended the school. Transmission may not have been via the school. The initial interview has found that this new case has had very few recent contacts outside of their house.

390 new people placed into isolation. About one hundred have been able to stop being in isolation. 86 in the housing commission accommodation that were tested yesterday are all negative. There are another 30 that they still want to test.

Ararat in regional Victoria (near the Grampians) has had a sewer surveillance positive result. So pop-up testing site has now been opened there. No known positive active cases in area, or recent recoveries.

Anglesea and Apollo Bay after such results did not produce a positive result from follow up in-person testing.

  • Active aged care cases now 5
  • Active healthcare cases now 7
  • Active cases in hospitals now 8. None in ICU

The East Preston School Parent is a potential new mystery case as they are yet to be linked to a known contact. As per my earlier post their child had no contact with the positive student, this parent did not attend the school and the initial interviews shows no contact links. They will be doing further investigation and cases have 48hrs to be initially classified (reclassification can and do occur later).

Cheng actually spoke on the section you quoted during the Vic presser (initially at length as part of his section and then in responding to many questions) earlier in the day which commenced at 11.30AM. ie before the report was issued. My post earlier in the day on that aspect of the Vic Presser was from his comments.

Oh. My. Lord. That would have to be the most trivial pick-up I've seen (and there have been a few in this thread!). But there we go.

And please don't modify my posts in your quotes without mentioning that you have done so. I have had to ask this before.

Tas took about 110 overseas travellers into hotel quarantine last week. Not sure if that's enough pro-rata, but a start.

Curious as to how when there are no international flights into Tas ? Were these maritime arrivals? Or people who had flown into mainland, quarantined there (or exempt like our kiwi friends) and then quarantined again upon arrival into Tas?

In ScoMo's presser today he mentioned Tas were willing to take arrivals, but they would be a back up as no international airport capablity at this time.

I also think from a NSW perspective it’s time to deny hotel quarantine spaces to residents of other states. Each state can take the risk associated with their residents hotel quarantine. I will let Victoria get off for the minute however but Queensland, WA and Tas should all be doing their part now.

When they lifted the caps last time didn't WA reach a similar per capita ratio of returned travellers to NSW?

Though that probably included the Kiwis who arrived last Friday as arrivals from NSW still have to go into quarantine for 14 days.Plus I know there have been a few compassionate exemptions for some OS travellers to visit family and the couple I have had were exempted from quarantine in Sydney but had to fly immediately on or overnight at Rydges and not allowed out of their room.

Today's afternoon DHHS Report is now out. Full version at Department of Health and Human Services Victoria | Coronavirus update for Victoria - Friday 23 October 2020

Of note from this report is that:
  • the northern suburbs outbreak is now described as being across six households. I believe earlier references had it as five.
  • asymptomatic testing is being offered to all members of the East Preston Islamic College community
  • a range of special local and targeted measures are being used due the East Preston Islamic College student case. To highlight these I have bolded these below.

Media Release
23 October 2020

Some salient extracts are:

The Department of Health and Human Services is working to contain an outbreak of coronavirus in Melbourne’s northern suburbs with more than 6,500 tests completed and 800 people quarantining.

Extensive contract tracing and community engagement is underway including a door knocking program providing information in a range of languages, community meetings, information stalls and enhanced testing.

There are currently 28 cases from six households as a result of the northern suburbs outbreak.

Residents in Dallas, Roxburgh Park, Broadmeadows, Preston and West Heidelberg who have even the mildest of symptoms are being encouraged to get tested for coronavirus.

Included in this outbreak is a student and today’s case who is a parent from the East Preston Islamic College from the Darebin LGA. Currently no contact has been established between the parent and the student however, investigations are underway with the school and family to fully explore all possible links.

Asymptomatic testing is being offered to all members of the East Preston Islamic College community to ensure any possible links are identified. Some individuals in the school community may also be identified as close contacts. These specific individuals will be called directly by the department.

.........

We have tested 86 people from a community housing block in Broadmeadows. All of these tests came back negative and residents here no longer need to self-isolate.

An extensive community health door knocking program started yesterday to alert residents about potential exposure to coronavirus and provide information about testing sites, and how to access supports such as financial assistance. A total of 89 houses were door knocked in Banyule yesterday and the program continues today.

Electronic message boards have also been placed in the community to provide information about testing and teams are attending Malahang Reserve to engage with families in the park.

Rapid response testing at home is available for those who may not be able to attend a testing site, as well as social workers for at-risk people.

Information on the importance of testing and isolating is being broadcast in Arabic, Hindi, Somali and Punjabi across a range of stations, as well as targeted Facebook posts and translated messaging.

Community meetings will continue to be held daily and an engagement stall, providing information, testing and personal protective equipment has been set up at The Mall.

Banyule Community Health is sharing COVID social media messaging through their health channels with short videos in differing languages. Meetings were also held to work with culturally and linguistically diverse community leaders.

Dallas Brooks Primary School closed from 22 October following the identification that a close contact had attended.
Test results back for students who went to Dallas Brooks Primary School are negative. Children at the school are now only secondary close contacts.

This could be fun - I'm going to grab my popcorn.

NSW seems to think WA and QLD should pay for quarantining 'their' residents. Oh dear.
This has been discussed yesterday. If all states carry a proportional load based on their population it’s fine, it’s not fine to freeload on the hard work of other states who are bearing the risk and cost.

Canberra no longer has international flights either but we have had some charter flights come in - one was from Nepal and those people have quarantined in Canberra before flying domestic to their actual destinations.

In this whole thing I’ve been surprised about the extent of connections between Australia and Nepal. There’s been a number of repatriation flights operated by their national airline too. I had no idea before Covid.

We have accepted several thousand Bhutanese refugees from camps in Nepal since 2014.Victims of ethnic cleansing in their own country and not well accepted in Nepal. The US and Australia were the major source of help for them in the camps.
Delightful people.

At my mother's residential aged care in Sydney a significant number of staff (one clinical care director, several registered nurses and numerous carers) are from Nepal. Lovely, caring people ❤️
