AusAlert - Quite short, really

Current stats from Apple don't go into enough detail, but at least 21% of iPhones will not receive AusAlert based on this. Will be more because it's likely some of those on iOS 26 are not >26.4

iPhone 11 was widely reported to be receiving the message, but subject to OS updates of course.

I thought it was interesting that the dept running the thing said they got to 95% or mobile phone towers. Wonder why not 100% or just short? 5% can't be 'out', surely?
