At check-in paid upgrades?

Hi I'm looking at travelling Premium economy from HK to SIN to BNE.

HK to SIN will be in PE

SIN to BNE will be economy (no PE option).

Could I try for a paid upgrade to J for the SIN-BNE leg? (Economy to Business) Either upon check in at HK or in transit in Singapore?

However, it’s important to note that these upgrade prices are often quite steep. There has been considerable feedback indicating that the upgrade costs are essentially equivalent to the fare differences.
