ANA Tool vs UA *A availabilty for SQ Awards ?

Looking for a bit of help from the experts.

Am wanting to book several UA (int) business and (dom) First sectors using SQ points for early next year. This great resource has given me the knowledge to check thew ANA tool for availability before ringing SQ. Mostly it works fine but for a few sectors showing availabile on the ANA tool I have been getting rejections from SQ when trying to book seats.

It is frustrating when being told on the phone that there is no seat when I am looking right at UA availability on the ANA tool.

My question is.

Does United restrict award availability to SQ awards so that what the ANA tool shows is for other *A carriers award availability? OR Does the SQ reservations staff not have the knowledge to go lookng in the correct class buckets for premium award travel. I'm thinking that int business and domestic First awards should come from class O ..... is this correct ?

I've had similar with SwissAir which is available on ANAtool but unavailable to the SIA call centre. Regardless of my pleading and even sending them a screenshot of the ANAtool showing as available the CSA simply cannot book it.
